The State Office of Administrative Hearings (SOAH) is the independent agency that conducts administrative case hearings and mediations in the executive branch of state government. SOAH currently employs 56 administrative law judges in eight offices statewide, and conducts an average of 25,000 contested case hearings annually for over 60 state agencies and other governmental entities.
