Mayor Pro Tem Dorothy Burton is a professional speaker, writer and 24-year resident of Duncanville. The first African-American elected to the Duncanville City Council, Mayor Pro Tem Burton is currently serving her third term.

Driven by a passion to help good public servants become great public leaders, Mayor Pro Tem Burton speaks frequently to a myriad of elected and appointed official groups on timely issues related to the gritty nuances of public sector leadership – real issues that speak to the heart of matters that most impact the lives and careers of public leaders. Drawing from life, professional and over two decades of political and public service experience, she specializes in public sector leadership development and strategic planning for public sector entities.

Mayor Pro Tem Burton earned a Bachelor of Arts in Journalism and a Master of Arts in Urban Affairs from the University of Texas at Arlington (UTA). She was selected as the 2006 UTA Outstanding African-American Alumna.

A recognized leader among peers, Mayor Pro Tem Burton is a charter graduate of Dallas Blueprint for Leadership; a graduate of Leadership Southwest, Leadership Texas and the City of Duncanville Citizens Police Academy. She is a Board Member of the National League of Cities Women in Municipal Government and is the Assistant Regional Director for Region 11 of the National Black Caucus of Local Elected Officials (a region comprised of the states of Texas, Oklahoma, and New Mexico). Mayor Pro Tem Burton is Vice-Chairman of the Texas Municipal League Legislative Policy Committee on Eminent Domain and Regulation of Development; and, is the North Central Texas Regional Director for the Texas Association of Black City Council Members. She is Chairman of the Dallas Central Appraisal District Board of Directors, representing Dallas County – and is the District’s first African-American Board Chair.

A long-time City of Duncanville volunteer, Mayor Pro Tem Burton is a former member and Chairman of the Planning & Zoning Commission; past board member of the Duncanville Community & Economic Development (4B) Corporation; former board member of the Duncanville Independent School District Education Foundation; and, former board member of the Duncanville Chamber of Commerce.
