Member of the U.S. Trade Representative’s Intergovernmental Policy Advisory Committee on International Trade and the Executive Committee, Southern U.S. Trade Association. President of the Southern Association of State Departments of Agriculture, 1992-1993. Commissioner of Agriculture, 1990-1998. Lieutenant Governor of Texas, 1999-2000.
