Julie Dowell of Bullard is a retired police officer and former special deputy U.S. Marshal. She is a board member and volunteer for the Spirit of St. Louis Therapeutic Riding Center, a past board member of Town North YMCA, and a past member of the Bullard Elementary School Site Based Decision Making Committee. Dowell attended the University of Colorado. Reappointed 6/19/2008 and 4/2012.
