David Evans was elected to serve as Justice on the Fifth Court of Appeals in 2012 where he continues to serve. Justice Evans served as District Judge of the 193rd Judicial District Court, Dallas County, Texas, from 1999-2006. While a district judge, Justice Evans was elected by the forty district judges of Dallas County to serve as the Local Administrative District Judge of Dallas County for 2004, 2005, and 2006. The thirteen civil district judges of Dallas County elected Justice Evans to serve as Presiding Judge of the Civil District Courts of Dallas County in 2003. In 2006, the Texas Supreme Court appointed Justice Evans to serve as a Member of the Texas Supreme Court's Task Force on Jury Assembly & Administration. Justice Evans drafted the initial version of statutes that reformed abusive litigation tactics regarding recusal of judges codified at sections 30.016 and 30.017 of the Texas Civil Practices and Remedies Code.

Justice Boatright was Chief of the Attorney General Opinions Division when Governor Abbott was Attorney General. These opinions are formal, published interpretations of law prepared at the request of government officials. Justice Boatright was also special counsel and an assistant attorney general in the General Counsel Division. Later, Justice Boatright served as the Director of the General Counsel Section of the Railroad Commission, which is the agency that regulates the Texas oil and gas industry. Before his service for the Attorney General and Railroad Commission, Justice Boatright was a briefing attorney for Presiding Judge Sharon Keller of the Texas Court of Criminal Appeals, which is the court that reviews criminal-law decisions of all courts of appeals and trial courts. Justice Boatright has also spent several years in private practice helping clients comply with government regulations.
