Dr. Avilés was appointed to the Board of Directors on June 11, 1985 by Mayor Kathy Whitmire. Dr. Avilés holds B. S., M. S., and Ph. D. degrees in Civil Engineering from Texas A&M University. Dr. Avilés is a Registered Professional Engineer in the States of Texas and New Mexico, as well as, the Commonwealth of Puerto Rico.
Dr. Avilés’ career includes 39 years of distinguished service in the U. S. Army. A graduate of the Army War College, Dr. Avilés achieved the rank of Major General and received numerous commendations and awards, including the Distinguished Service Medal, the Legion of Merit and the Army Commendation Medal.
In 1981, Dr. Avilés founded Avilés Engineering Corporation in Houston, Texas, which specializes in geotechnical, environmental engineering and construction materials testing. In 1997, Dr. Avilés was appointed to the Texas A&M Board of Regents by Governor George W. Bush, and in 2000, Dr. Avilés was appointed by President George W. Bush as a Member of the Board of Visitors to the U. S. Air Force Academy. In 2004, Dr. Avilés was named a “Distinguished Alumnus” by Texas A&M University, and was named to the Texas A&M Corps of Cadets “Hall of Honor.”
Dr. Aviles and his wife reside in Houston.
