Bernie Francis of Carrollton is owner and CEO of Business Control Systems, a professional services firm and MEDunique, a medical staffing firm. Francis has served as chair of the Texas State Technical College Board of Regents. He is past chair and current board member of the North Central Texas Workforce Development Board. Francis served on the Carrolton City Council and is a member of the Dallas Citizens Council, the Greater and North Dallas Chamber of Commerce and the Dallas/Fort Worth Minority Business Development Council. Francis served in the United States Air Force and received a bachelor’s degree from the University of Texas at Dallas.
