Evans is judge of the 48th Judicial District Court in Tarrant County. He is board certified in civil appellate law and civil trial law by the Texas Board of Legal Specialization, and is admitted to practice law before the U.S. Supreme Court, U.S. Fifth Circuit Court of Appeals, Supreme Court of Texas and U.S. District Courts for the Northern, Southern and Western districts of Texas. He is a member of the American Bar Association (ABA) and the ABA National Conference of State Trial Judges Judicial Division, a member and past president of the Tarrant County Bar Association, and a member, judicial section chairman elect and a past director of the State Bar of Texas. He is a sustaining life fellow and past board member of the Texas Bar Foundation, a sustaining charter fellow, past director and current treasurer of the Tarrant County Bar Foundation, and an emeritus status member of the Eldon B. Mahon Inn of Court. He is chair of the Tarrant County Juvenile Board and Law Library Committee, vice chair of the Tarrant County Civil Courts Advisory Committee, and a member the Texas A&M University School of Law Dean's Advisory Council and the Supreme Court of Texas Advisory Committee and Judicial Committee on Information Technology. He is also a past member of the Court of Criminal Appeals Education Committee and the Texas Center for the Judiciary Curriculum Committee, past chairman of the State Bar of Texas Commission for Lawyer Discipline, and past vice chairman and past board member of the Texas Board of Legal Specialization. Evans served as a captain in the U.S. Army and the Texas Army National Guard.
Evans received a bachelor's degree from Texas A&M University and a law degree from Baylor Law School.
