Parker will oversee HHSC's Offices of Eligibility Services and Family Services and will work closely with the Texas Department of Family and Protective Services and the Department of Assistive and Rehabilitative Services. He is a former deputy commissioner for regional operations at the Texas Department of Human Services (DHS) and was the administrator for the Beaumont region. Parker began his career with the state in 1974 in Children's Protective Services. He holds a bachelor's degree from the University of Mary Hardin-Baylor and a master's degree from Texas State University.

He began his career with the state in 1974 in the Children's Protective Services program. While working for the Texas Department of Human Services, Parker held several leadership positions including deputy commissioner for Regional Operations (2001-2004) and regional administrator for the Beaumont Region (1999-2001).

Parker has a bachelor's degree in behavioral science from the University of Mary Hardin Baylor and a master's degree in public administration from Southwest Texas State University.
