Personal Information

Rheda Moseley serves as the TABC’s Chief Information Officer. She was promoted into this position in June 2019 after serving one year as Deputy Director of TABC’s Innovation and Technology Division.

Rheda began her career working in the Texas Legislature as a legislative aide to Texas State Senator John T. Montford (Lubbock) and then moved into lobbying for McCall, Parkhurst, and Horton, a public finance law firm based in Dallas, Texas.  After leaving public service to attend graduate school, Rheda then entered the private sector where she owned and operated a multimedia production company and a sports information site.  Rheda returned to the public sector when she joined the Texas General Land Office in 2010. At the GLO, Rheda served as the lead project manager on the agency-wide transformational technology project before being promoted to Director of the IT Business and Technology Training Services and Technology Project Management Office at the GLO.  

Rheda holds a bachelor’s degree in Political Science and a master’s degree in Financial Planning with Emphasis in Finance.  She holds the PMP certification from the Project Management Institute, completed the Creative and Innovative Leadership and the Business Analyst programs at the Professional Development Center at the University of Texas at Austin, and is an alum of the Executive Leadership for Information Technology Excellence (E.L.I.T.E), a select program jointly presented bi-annually by the LBJ School of Public Affairs at the University of Texas at Austin and the Texas Department of Information Resources. In 2021, Rheda received the TASSCC Trailblazer award for making a significant difference through her senior leadership in state government at TABC.
