Council member Randy Riggs was elected to serve the citizens of Waco as the representative for District III in May 2000 and again in May 2002 serving until May 2004.

Mr. Riggs was appointed to the council on June 28, 2005 to serve an unexpired term ending in May 2006. He was re-elected in May 2006, 2008 and 2010. During the 2002-03 council year Council member Riggs served as Mayor Pro-Tem, andwas appointed to the honor again during the 2008-2009 council year.

Riggs is a Certified Public Accountant who graduated from Baylor University with a Bachelor of Business Administration degree majoring in accounting. He is also a product of Waco public schools graduating from Richfield High School.

As a CPA, Riggs is a member of the American Institute of Certified Public Accountants and the Texas Society of Certified Public Accountants. As a council member, Riggs has been involved with a number of organizations including the National League of Cities and the Texas Municipal League. Locally he has been involved with the Cameron Park Zoo Commission, the McLennan County Appraisal District, the City of Waco Plan Commission, The City of Waco Parks and Recreation Advisory Commission, Parkdale Viking Hills Neighborhood Association, Waco Junior Chamber of Commerce, Greater Waco Council for the Arts, American Red Cross, and the Greater Waco Chamber of Commerce. Riggs also served as Treasurer of the United States Junior Chamber of Commerce promoting the rights of young people across this country.

Riggs enjoys running, genealogy, hiking with his family, coin collecting, and playing trumpet in the Waco Jazz Orchestra. Randy is married to his wonderful wife, Mary Ann Riggs who is a special education school teacher. He has four daughters - Leah, Katie, Alyssa and Isabella.
