Personal Information

Guthrie has an extensive background in state government, legislative relations, budgeting and finance. He holds a master's degree in public affairs from The University of Texas at Austin's LBJ School of Public Affairs and bachelor's degrees from Franklin and Marshall College, Lancaster, PA. He began his public service career at the Legislative Budget Board. He has also served with the Texas Governor's Office of Budget, Planning and Policy and was budget advisor to two lieutenant governors. Welch is a certified public accountant and has served the state in various roles for more than 30 years. Prior to joining TRS, he was the director of enterprise budget and fiscal policy for the state's Health and Human Services Commission. He also served at the Office of the Comptroller for more than 12 years, five as the director of fiscal management.
