McNeese is the associate dean for admissions and student affairs and professor of pediatrics at the University of Texas Health Science Center Medical School in Houston. She is an expert on child abuse and has authored numerous articles on the subject. She is a member of the American Academy of Pediatrics and is a member of and former alternate delegate to the Texas Medical Association, where she previously served on the Child and Adolescent Health Subcommittee and the Child Health Committee. McNeese is also a member of the Southern Medical Association, the American Medical Association and the Houston Pediatric Society. She previously served on the Harris County Child Welfare Medical Committee, the Mental Health Mental Retardation Advisory Committee and the National Committee to Prevent Child Abuse.
A graduate of Mary Baldwin College in Virginia, McNeese received her medical degree from the University of Texas Medical Branch in Galveston.
