Mayor Pro-Tem Fisher was born in Tulsa, Oklahoma but as luck would have it his father’s job brought the family to Corpus Christi, Texas at a very early age. So, though not a native Texan – he got here as quick as he could! He is a 1963 graduate of Ray High School, in Corpus Christi, Texas. Bill earned a BBA and MBA in Statistics from the University of Texas at Austin in 1967 and 1969, respectively.
He served two years active duty in the United States Army stationed at Edgewood Arsenal, Maryland as a math/statistical assistant. After leaving active duty, he worked for several management consulting firms in the Washington, D.C. area as a computer programmer and systems analyst. In the early 1980’s he returned home to Texas after recruitment by the Celanese Chemical Company in Bishop, Texas. Upon his retirement, Bill and his wife, Joan, moved to Rockport.
Mayor Pro-Tem Fisher was first elected as Ward 1 Council Member in May, 2007 and then re-elected in May 2009. In May 2009, the city council voted him Mayor Pro-Tem of the Rockport City Council.
Bill serves as an officer for Region 11 of the Texas Municipal League, elected 2nd Vice President in 2009 and 1st Vice President for 2010. He is the City’s representative to the Coastal Bend Council of Governments, Rockport Downtown Heritage District, Keep Rockport Beautiful Advisory Board, and Tourism Development Council. In addition, Mayor Pro-Tem Fisher is a member of the Rockport-Fulton Chamber of Commerce, Aransas County Historical Society and South Rockport Neighbors.
Bill is an accomplished craftsman and Joan a former art teacher. Both love to travel in their motor home in the hunt for that special antique or fixture to include in their completely restored 1874 home. Bill has two sons and Joan has three sons and together they have a total of eight grandchildren!
