Doug Foster had served in various capacities for the Texas Department of Savings and Mortgage Lending for over 26 years. He assumed the duties of Commissioner of the Texas Department of Savings and Mortgage Lending, effective December 1, 2007. Doug currently serves as Vice Chairman of the State Liaison Committee (SLC) of the Federal Financial Institutions Examination Council (FFIEC) established by Congress to conduct training and promote uniformity. The SLC is comprised of five state commissioners who interface with the five Federal financial supervisory agencies of the FFIEC: the FDIC, the Federal Reserve, the NCUA, the OCC, and the CFPB. Doug also currently serves as Vice Chairman on the board of managers for the State Regulatory Registry (SRR). SRR is the owner and operator of the Nationwide Mortgage Licensing System & Registry (NMLS). NMLS is used by state residential mortgage regulators to process licenses by mortgage lenders, brokers and/or professionals to enhance state’s ability to protect consumers; improve supervision and enforcement of licensed entities. Doug holds the position of past Chairman of the American Council of State Savings Supervisors (ACSSS), the national trade association for state thrift regulators.

Doug completed all the training for designation as a commissioned safety and soundness examiner in 1985 and as a compliance examiner in 1992. He was named Deputy Commissioner and Director of Examination in 2003, expanding his oversight duties to include the examination of mortgage brokers.

A graduate of the University of Texas at Austin, Doug began his career working for a credit union and worked for several years as a branch manager and a loan officer for a small savings and loan prior to his employment with the Department.
