Bachelor’s degree-Baylor University JD-University of Texas School of Law.

Ballard is the counselor for the Office of Public Utility Counsel and a member of the Electricity Reliability Council of Texas Board of Directors. He is a member of the Texas General Counsel Forum, serves on the New Mexico State University Center for Public Utilities Advisory Council, and is past president of the Administrative Law Section of the Austin Bar Association.

Ballard received a bachelor’s degree from Baylor University and a law degree from the University of Texas at Austin. Reappointed 2-13-09.
