Rick Menchaca joined the City of San Marcos as City Manager on May 1, 2008, guiding municipal government for a fast-growing Central Texas community of 50,371 people.

The City of San Marcos has a 2009 budget of $145 million and provides a complete range of community services, including general government, public safety, community development, and electric, water and wastewater utilities. The City of San Marcos has 517 employees serving in 10 departments.

Rick has been in municipal management for more than19 years, serving as City Manager of Midland, Texas from 2000 to 2007. Rick worked for the City of Midland from 1990 to 2007 in various Executive positions. Rick started his career in 1988 with the City of Lubbock Budget office.

Rick was appointed by Governors George W. Bush and Rick Perry to serve as a Trustee to the $15 billion Texas Municipal Retirement System, which coordinates and oversees the pension benefits for over 830 cities and 125,000 municipal employees. Rick served as Chairman of the TMRS Board of Directors twice during his 13 year tenure.

During his career as a City Manager, Rick has gained a national reputation as an innovative and creative leader who is talented in:

Rick received his Master of Public Administration from Texas Tech University and Bachelor of Arts in Government from Angelo State University.

A native of Del Rio, Texas, Rick is married to Kristin, and they are the proud parents of five children.
