Mr. Othon was appointed to the Board of Directors on March 31, 2010 by Houston Mayor Annise D. Parker. Mr. Othon attended the University of Texas at Arlington where he received a B. S. degree in Civil Engineering. Mr. Othon is a Registered Professional Engineer in the State of Texas.

In 1996, Mr. Othon founded OTHON, INC. Consulting Engineers where he serves as President, Chairman and Chief Executive Officer. Mr. Othon is active in numerous professional, civic, and community organizations. Mr. Othon is one of the founders of the Houston Chapter of the Society of Hispanic Professional Engineers. Mr. Othon also served on the Board of Directors of the Houston Consulting Engineering Council of Texas.

In 2000, Mr. Othon received the City of Houston's Outstanding M/WBE Professional Services Award. In 2003, Mr. Othon received the Small Business Leadership Award for his efforts on the METRORail project. In 2005, OTHON, INC. was recognized by the Houston Business Journal as one of the top 100 Small Businesses in Houston.

Mr. Othon and his wife, Blanca, reside in Houston and have been married for almost 50 years. They have four children and nine grandchildren.
