Personal Information

Roger F. Welder was appointed to the University of Houston System Board of Regents by Governor Rick Perry in 2011 and will serve through August 31, 2017. For fiscal year 2012-2013, Regent Welder will serve as vice chair of the Academic and Student Success Committee and the Audit and Compliance Committee.

Welder, of Victoria, Texas is retired from J. F. Welder Heirs, Ltd., a fourth and fifth generation family ranching enterprise located on the Texas Gulf Coast. He was employed by the company for 29 years, and most recently served as CEO from 2001 to 2009. The family business operations include cattle, farming, hunting, oil and gas exploration, and investments.

Since retirement, Welder has focused most of his energy on improving education in Victoria. He graduated from Texas Christian University and the TCU Ranch Management Program in 1980. He serves on the Board of Directors of First Victoria National Bank (vice-chairman), Texas and Southwestern Cattle Raisers Foundation (treasurer), Victoria Performing Arts Center, Victoria Symphony Endowment, Victoria Airport Commission (secretary), Victoria ISD Education Foundation (immediate past president), Guadalupe-Blanco River Trust (president), Billy T. Cattan Recovery Outreach (secretary), Institute of Ranch Management at TCU (advisory board member), and Victoria Rotary Club. He formerly served on the boards of Victoria College, Texas Land and Mineral Owners Association, Texas and Southwestern Cattle Raisers Association (honorary director), Victoria Business and Education Coalition (president emeritus, h.o.s.t. mentor), St. Joseph High School (trustee emeritus, capital campaign committee), Beef Industry Council, National Cattlemen’s Beef Association, Victoria Economic Development Corporation, Texas A&M College of Agriculture Development Council, Trinity Episcopal School, Victoria Community Theatre, City/County Joint Services Committee, University of Houston - Victoria Presidents Advisory Council, Corpus Christi Bay National Estuary Program, and he remains active in most of these and other civic activities.

Welder and his wife, Donna G. Welder, have been married since 1980, and they have three sons, Roger Fleming Jr., Philip Portilla and William Hugh.
