Personal Information

De Hoyos is the director of institutional relations at Tenaris North America, and former principal of Ryan LLC, a corporate tax service firm. He previously served as director of the Texas Enterprise Fund and deputy executive director of the Governor's Division of Economic Development and Tourism. Prior to his work for the Office of the Governor, De Hoyos was director of Latin American business development at Starwood Trading Inc., and chief of staff and director of business development for the Mexican Consulate General in Austin.

De Hoyos received a bachelor's degree in business administration from the Technological Institute of Piedras Negras in Coahuila, Mexico.
