Personal Information

Mr. Spear is currently the general manager for the San Jacinto River Authority in Conroe, Texas, where he has served since 2024. Prior to his position with the authority, he was director of water utilities for the city of Lubbock from 2007 to 2023. Mr. Spear maintains over 20 years of private sector professional engineering and business consulting experience to the water industry. He is a graduate of Texas Tech University with a B.S. in Civil Engineering and my M.B.A from Brigham Young University.
