Public Service: Appointed to represent District 5 in August 1995 (completed a vacated term), then elected in 1996, 1998, 2000, 2003 and 2006.

Active in civic affairs, Shotwell has served on the Northeast Sector Task Force; served as Secretary of the Planning and Zoning Commission; chaired the Rules and By-Laws Committee for the Planning and Zoning Commission; chairs City Council Development Committee; and serves as co-chair of city's EMS selection team. Past Master, Eugene Green Masonic Lodge, and teacher of children's church at Unity Church of Christianity in Dallas.
