Personal Information

Effective August 2024, Sarah Keyton was named the Interim Commissioner of Higher Education by the Texas Higher Education Coordinating Board (THECB). Keyton has served as the Deputy Commissioner of Administration since May 2022, where she has been responsible for advanced, senior-level planning, organization, and execution of core administrative functions. As Deputy Commissioner, she led agency administration, including financial services, human resources, information technologies and security, and state funding to advance THECB’s strategic priorities.

Prior to joining the THECB, Sarah served as the Associate Vice Chancellor for State Relations for the Texas Tech University System where she was responsible for developing legislative and budget priorities and coordinating with System administration and elected officials. Sarah also worked for 14 years at the Legislative Budget Board, including four legislative sessions as Assistant Director, where she served as the Board’s liaison to the Texas House of Representatives, oversaw the development of budget analysis and recommendations, and provided oversight and direction for agency operations.

Sarah earned a bachelor’s degree in economics from the University of Houston and received a Doctor of Jurisprudence from The University of Texas at Austin School of Law.
